Free Criterion movies on Hulu
According to BoigBoing, Hulu.com is streaming Criterion Collection movies for free this weekend (until February 18). As this service is only available in the US, I can't verify if there are any Tom Waits movies available, but I do know Short Cuts, Down by Law, Mystery Train, Fishing With John and Night on Earth were released on dvd and/or blu-ray by Criterion.

Affirmative on Down by Law, Mystery Train, Fishing with John. and Night on Earth. Couldn't find Short Cuts. When you search on these movies it says that it is only for Hulu Plus subscribers, but if you click on the link for the movie, it plays anyway. Thank you for the heads up!!!
the hulu plus part is for streaming on tv/mobile devices i think
If you download hola unblocker you can watch hulu anywhere, as well as netflix, pandora, bbciplayer and a couple others!
